Time for a New State, First Congress of NSK State in Time Citizens, Berlin

The NSK State in Time was founded as an art project by the Slovene Neue Slowenische Kunst (NSK) collective in 1992. It is unique among all existing states since it exists only in time. After its founding, the state began to issue passports and open embassies in a number of locations, including Moscow, Sarajevo, Berlin, Ghent, Glasgow, and Dublin. In October 2010 Berlin hosted The First Congress of the State. The 30 delegates represented a broad spectrum of opinions. Their task was to critically examine the formal and conceptual structure the State as a social sculpture and to envisage potential avenues for its continuation and proliferation. This film records the historical moment when the co-founders of the State in Time hand the further development of the State in hands of its citizens.
